MINUTES OF THE MEETING HELD ON FEBRUARY 12th at 4.00 PM AT ANNIE’S HOUSE.

  3. Announcements:The next meeting will be Annies last one.
  4. Approval and signing of previous month’s minutes: The minutes were approved subject to clarification regarding the third sentence from the end in the minute relating to the Kitewood Development.
  5. Beach Management Plan; we had no response to our comments on the document but work has started in Walmer by the White Cliffs Volunteers. There does not seem to be much information being shared about this within the community.
  6. Neighbourhood plan; At the last meeting of the working party the main focus was what kind of approach to take and they were being advised on that. Their next meeting is 25/2/25.
  7. Tree planting. The first weekend was postponed due to the weather forecast. The weekend of 18/19th January had a reasonable turnout and about 100 mixed saplings were planted after the ground was cleared. The next clearing and planting will be advertised in our newsletter and is 15/16th and 22nd/23rd February. There will be a reminder that there are less strenuous jobs that need doing . As well as planting in Freetown Woods, there will be some areas of Ringwould, the land adjacent to the playing fields and patches within Kingsdown village.
  8. Replacing the treasurer. Helen Bunch has agreed to do this when she finishes work in May. Annie is to meet and brief her and transfer documents to Dropbox when it is up and running. Helen was intending to come to tonights meeting but was poorly and sent her apologies.
  9. WEBSITE/ICT: Jerry has been working hard on this and we all appreciate it. He has uploaded the members mailing list and is working out the best way to send the regular newsletter via the website and not via mail chimp.
  10. MEMBERSHIP: it is up to date with one new member.
  1. FINANCE-UPDATE:

We started the year with £5,252.58

To date we have spent £987.73 as follows:

  • £312.48 on events
  • £121.80 on IT
  • £181.66 on projects (Noticeboard)
  • £371.79 on other (AGM-£250.80; £70.99 on membership survey; £50 on KWT subs)

And we have received £1,046.00 as follows:

  • £1,036.00 in subs
  • £4.00 in donations
  • £6.00 from events
  • £0 from sales

Leaving us with a grand total of £5,310.85 in the bank

  1. EVENTS AND PUBLICITY:

March 23rd 10am – 12pm; Beach Clean which Ian and Helen Williams are happy to organise. All arrangements have been made and posters are to go up.

April 1st 10am -2pm : visit to Stodmarsh Nature Reserve. Max 20 people, bring own refreshments and suitable clothes.

May 12th Beach management plan talk by Alfie Gay.

June visit to Maison Dieu TBC

July 20th 9.30-1.30 ; Sue Buckingham orchid walk and talk from Sandwich Bird Observatory

August 12th Walk and talk re Kingsdown Beach survey Max Renton

  1. PC MEETINGS:

Notes on the Parish Council Meeting on 13 January 2025 by Anne Marie Martin

Finance: There was a discussion regarding the status of the payments for the upkeep of Ringwould Clock and an update regarding the four phases of the tree work.

Precept/Budget: Council tax has gone down. Lots of questions from the public about why salaries and toilets costs had gone down and road and legal costs had gone up. PC has c£40K of reserves which they consider too high.

Planning: As instructed  I raised the issue of the Kingsdown Golf Club and PC agreed they would make a comment about ensuring the scrub was maintained as a screen.

Tree Work: risk assessment for community planting was agreed and details for the work.

Allotments: Need a volunteer plumber to sort out taps

Quote for bus shelters – agreed £3,250

Highways Improvement Plan: Discussed speeding in Kingsdown. Evidence was sparse.

Correspondence: DDC parking survey deadline has been extended.

Consultation on Langdon Neighbourhood Plan

Community Transport Grant Scheme – deadline extended to 9 February

Reports from Dover and Kent County Councillors: Main item was Kent applying to be one of the first areas to go for devolution into a Unitary Authority, which will mean district councils will disappear.

And a Labour councillor has crossed the floor to the conservatives so there is now no overall control with 16 labour, 15 Conservatives and 1 Independent.

Questions. No name road. Barry? Asked why PC had not responded to him re work on No name road. Also why had there been an agreement for signage with out conciliation. He and wife were pleased with the work but concerned about a drain which could have been damaged. Also he was concerned that there were now two residents of said road advising the PC Clive Alexander and George. Lots of discussion. Chair said we have a big addenda and this would need to be shelved until another time.

Finance; agreed payment for bus shelter in Ringwould with asbestos. Ringwould village hall rates increased 20% so decided that Clerk would work from home and they would divided PC meetings between two villages. Venues to be discussed. The hall was very cold and £6 had been put into meter.

Agreed cost of signage for No name road.

New PC councillor coopted Sarah Bremmer? From Ringwould.

Planning. Approval  to Beech villa. Someone will be attending meeting re Garden Villa

Too much to discuss re new 70 houses. It will be changed once highways and other agency’s have their say. Special meeting to be held for this.

Tree management. 160 trees planted. Good work. Agreed that the felled wood would be sold to bidder. Work ongoing and thanks to KCG for volunteers and asked that we put out other notices for all weekends in February.

Allotments. Work ongoing. 

Playing fields; Play parks both checked. Some upkeep needed on roundabout in Kingsdown. But not dangerous.

Neighbourhood plan. Langdon and surrounding villages are ahead with their plan. Sharon had read it and felt it lack identity of the three villages she felt this was important for Kingsdown and Ringwould plan. They have another meeting for the steering committee on the 25th February.

Bus shelter new roof. As agreed.

Highways improvement plan; clerk met with KCC team. He was given lots of posters and it was discussed about putting double yellow lines on corner of Church Cliffe and Upper street. Apparently someone from KCG was at the meeting? He did not know who. Lots of discussion how this is going around  and around and getting no-where  and apparently no speeding in village clerk reported. Graeme Endacott agreed to review existing signage and identity locations for additional signage. PC will offer to fund the provisional signs subject to KCC agreement.

Renewal of grass cutting to go to PC handy man and he is very efficient. All agreed.

District and country councillors came late and said they will be monitoring new housing project and speak for the village. Other projects in Dover for disadvantaged young people.

FOOTPATH ER306 agreed.

Next meeting agreed for 10th March Ringwould.

Above is the link to the 70 proposed houses to be built behind the school/Glen rd. The steering group of the Neighbourhood plan had a meeting with developers. Details to be announced after the official consultation meeting at 7.30 Thursday 20th Feb at the primary school. The above link is to be sent out to members on the next newsletter to read and encouraged to object for the sake of the village. The expiry date for submitting objections is 7th March.

Ian has 20MPH stickers that could be placed around the village prominently to remind motorists both local and visiting. it was not agreed whether these would be erected and where.
